How to Check Eligibility and Apply
The process is digital and free of charge. You do not need to pay anyone to register.
- Check via SMS (Fastest Method):
- Open your mobile messaging app.
- Type your 13-digit CNIC (ensure there are no dashes or spaces).
- Send it to 8070.
- You will receive a reply confirming your eligibility status (Eligible, Under Verification, or Ineligible).
- Online Status/Registration:
- Visit the official PSER portal.
- If your record is not found, you can register your household details there.
- You can also visit a local Union Council office or a designated government facilitation center in your district to complete your household survey if you are not yet registered in the database.
Payment and Distribution
The government is moving toward a “Dignity at Doorstep” model:
- Cash: Eligible beneficiaries can withdraw the cash amount from Bank of Punjab (BOP) ATMs or designated HBL Konnect/UBL Omni agents using biometric verification. You may also receive a Nigehban Card.
- Rashan: For eligible families, government teams will deliver the Rashan Bag directly to your home after biometric verification.
- Security: Always use your original, valid CNIC for biometric verification.

- No Registration Fees: This program is completely free. Never pay any “agent” or individual claiming they can register you for a fee.
- Protect Your Privacy: Never share your personal bank details, PIN, or OTP with anyone. Official government correspondence will only come through official channels.
